When i m trying to register new user on my website, it gives an error:

"could not instantiate mail function"

Dear Vijay Kumar,

You can contact with your hosting provider to enable the mail function or you can config smtp: Go to administrator, Site -> Global Configuration->Choose Server tab, and config on Mail Settings field in right column.
