SOME UPDATE:
I tested using iphone4 (IOS6) and the menu works fine but with iphone 5(IOS7) and ipad(IOS7) it didnt. So i guess it only happens with the latest version of IOS(IOS7). And also i installed another SJ_Muzik quickstart template , without any modification, using iphone5(IOS7) the menu works fine but when i unpublish several menu items, the problem occurs. here's the URL of the other unmodified (except that i've unpublish some menu) of the template : lib.upnm.edu.my/dev/v5_test
