What are the settings for the flat menu in Revo demo layout 2 and 3 ? I like that menu but i can't find the settings to make it look the same

the flat menu on the layout 2 is always expand. Can i make it work as a dropdown in layout 3?
the problem is in this line

witch in layout 3 is
